Abstract

The hierarchy of regulations and regional autonomy regime in bauxite mining management in Indonesia is problematic. Permits regulation and mining business governance overlap between the authority of the regional autonomy regime and some of the central Government's authority. Supervision of mining exploration is weak, so the ecological damage caused by mining increases.  Therefore, reformed mining regulations and appropriate management are urgently needed in the mining sector. Therefore this study aims to analyze the proper hierarchy of mining exploration management regulations between the centre and the regions in the context of their authority and to analyze the impact of environmental damage by considering pollution in the bauxite mining area in Tanjungpinang City.This research was conducted by analyzing the conditions of environmental impact with bauxite sediment sampling by testing the quality of post-mining water, followed by analyzing mining regulations and management.   This study has endorsed a better understanding of the bauxite mining policy as an important part of the regional autonomy regime. A leading investment offered to investors is to be accompanied by high-capacity support from local governments. A new reformed regulation and appropriate management of bauxite is expected to prevent and protect bauxite mining from widespread environmental damage and maintain sustainable development.   Keywords: Government, regional autonomy, bauxite mining management, Indonesia
