Contractual budget a tool for development under scarcity of economic resources

Abstract

The general budget of the Iraqi state a great importance in the lives of most Iraqis, Without them no salaries for employees , retirees , the security services , municipal services and healthy, despite this importance, but it is preparing a manner that caused the waste of public money, in addition to the phenomenon of financial and administrative corruption. In order to get rid of the waste of public money, at the operational and investment portions of the budget,  budget it is necessary to prepare according to mechanisms contractual budget by concluding a service contracts , partnership with the private sector ( P3S ) and contracts ( B.O.T ) with foreign companies, as well as the contractual budget, contribute to reducing the state budget deficit. Introduction: The resources of the general budget constitute the backbone of the Iraqi state and the resources of this budget depend on more than 80% on the revenues derived from the sale of oil, whose prices have fallen significantly on the world market, which generated a budget deficit of about 30%, and the country in an abnormal circumstance as the war on terrorism On the other hand, the infrastructure of the country is shattered in most sectors, where these conditions were accompanied by internal and external displacement of several million Iraqis and at the same time there is financial and administrative corruption in most parts of the Iraqi state. In light of these conditions and the acute shortage of economic resources and the continuous depletion of available economic resources, the method of preparing the general budget of the Iraqi state should be changed to address a large part of the problems referred to above, and I believe that the planning and preparation of the general budget of the Iraqi state should be in accordance with the system of contracts or The so-called contractual budget, where the mechanisms available within the contractual budget, if applied appropriately, can address two basic aspects: First: Provide the infrastructure of the country such as schools, universities, hospitals, streets, parks, factories and others through the use of some of the contracting mechanisms in place in the contractual budget. Second: significantly reduce the waste of money as a result of financial and administrative corruption, as the contractual budget method after suitability with the circumstance of Iraq and the formation of a committee of experts for contracting directly linked to the prime minister, can protect Iraqi funds from corrupt and Iraq and others, especially when the contract with companies sober from Japan And America and Western Europe. Third: Improving services provided to citizens through service contracts with the private or public sector instead of the low level of services currently provided to citizens from government agencies such as municipal, health and social services.
