The role of renewable energy sources in achieving sustainable development and its reflection on the state budget in Iraq

Abstract

The economic progress and urban development witnessed by the countries of the world and Iraq in particular has led to the depletion of natural resources, which is a balance for generations to come and the systematic destruction of the environment to meet the needs of modern generations of energy so the countries of the world and Iraq in particular to think of different and alternative energy sources Renewable and clean, and therefore the shift from classical economy model based on natural sources of energy from oil, minerals and natural resources to those new sources needs an orderly and deliberate transformation mechanism, which in turn contributes to the preservation of the environment on the one hand and Natural Resources. This research seeks to highlight the use of sustainable renewable sources of energy to equip government units with sustainable renewable sources of energy. The research hypothesis is based on the deduction of 10% of the natural resources on which Iraq relies on financing the general budget revenues. This ratio is used to finance renewable energy projects and use sustainability as a basis for its activity A sustainable budget has been assumed that has been applied by default on the practical side. The research led to a number of conclusions, the most important of which is that the general budget of the Iraqi government has good resources from the oil sector and other sectors but is not directed to sustainable development activities. The government expenditure is also focused on current operational spending. The current expenditure drains about 75% of the revenues of the state budget. The remainder covers the investment budget and there is no spending on sustainable activity in the operational budget. The most important recommendations are that the general budget of the Iraqi state includes a special budget for sustainable development that we propose to call the budget of sustainable activities. And the proposal to finance the sustainable budget of the country's imports from the oil sector, which is the most resources negative impact on the environment as the research relied on 10% as a deduction from the state's imports on the basis of the deduction of 8% of oil imports and 2% of imports of consumer goods at border crossings.
